Offices of the Embassy

The U.S. Embassy in Tallinn conducts diplomatic relations with the Republic of Estonia and coordinates the activities of all U.S. Government personnel serving in Estonia. Bilateral cooperation includes political, economic, commercial, defense and security, educational, and agricultural activities. The Embassy also provides consular services, including visas for visitors to the United States and passports for United States citizens in Estonia.

Consular Section

The Consular Section of the U.S. Embassy in Tallinn provides a full range of services to American citizens, including U.S. passport and notarial services, Social Security benefits and assistance to Veterans, and emergency assistance to citizens.

The Visa Unit in Embassy Tallinn accepts applications for U.S. non-immigrant visas and immigrant visas from persons who are physically present in Estonia.

Public Affairs Section

The Public Affairs Section explains the United States - its culture and its policies - to the Estonian public. It does this via educational and exchanges and information outreach activities. It is the main point of contact for educational, cultural, and media issues.

The Public Affairs Section:

  • Issues press releases to inform media organizations and the general public about official visits, Embassy-organized events and projects, consular matters of interest to Estonians, U.S.-Estonian military cooperation, etc.;

  • Maintains this website

  • Organizing press conferences or smaller meetings with Estonian media during visits of U.S. Government officials or U.S. Government -sponsored visitors

  • Provides public affairs/media relations guidance within the Embassy and informs Washington of Estonian media reaction to U.S. policies and actions.


  • Runs the Fulbright graduate student and scholar exchange program and the secondary or primary level Teacher Exchange Program;

  • Administers the Humphrey Fellowship exchange program for mid-level professionals;

  • Fosters the field of American studies in Estonian universities and institutes of higher education;

  • Supports educational advising centers (in Tallinn and Tartu) which provide prospective students with information and guidance on U.S. higher education.

  • Promotes cultural ties through support for visits to Estonia of American performers and cultural specialists in the fields of music, fine arts, theater, literature, etc.;

  • Selects Estonians for the International Visitor Program, a program designed to bring participants to the U.S. to meet and confer with professional counterparts and to experience firsthand the U.S. and its institutions;

  • Brings U.S. speakers and specialists in a variety of fields to meet with, and share their views and expertise with, professional counterparts in Estonia;

  • Supports the American Corners located in Narva, Viljandi and Kuressaare public libraries.

    The Public Affairs Section carries out its overseas duties in coordination with the U.S. Department of State's Bureau of International Information Programs (IIP) and the Bureau of Educational and Cultural Affairs (ECA).

    Office of Defense Cooperation

    The U.S. Office of Defense Cooperation (ODC) Estonia is responsible to the U.S. Ambassador and the Commander, U.S. European Command for administering all Security Assistance, Defense Cooperation in Armaments, and certain military-to-military programs in Estonia.

    Security Assistance includes Foreign Military Sales of U.S. defense equipment, services, and training and the management of the Foreign Military Financing (FMF) and International Military Education and Training (IMET) grant funding.

    Defense Cooperation in Armaments (DCA) includes support for the bilateral Acquisition and Cross-Servicing Agreement, assistance to logistical cooperation programs, and support to U.S. companies seeking to do business in Estonia.

    The ODC oversees several military-to-military programs, to include the Joint Contact Team Program and defense environmental cooperation. The Bilateral Affairs Officer within the ODC also plays a key role in the State Partnership Program between the state of Maryland and the Republic of Estonia. ODC Estonia also supports U.S.-funded Humanitarian Assistance and Humanitarian Demining programs.

    Within the framework of the Ambassador's Mission Performance Plan and EUCOM's Theater Security Strategy, ODC Estonia supports making Estonia the best possible NATO ally by strengthening our bilateral security relationship, enhancing Estonia's crisis response capacity, and by promoting effective civil-military relations. ODC Estonia's mission also includes supporting American defense industry sales.
